Statistically, Favre has been one of the best QBs in NFL history. That said, he's played most of his career for teams that are the Bears' rivals. In other words, while he is respected statistically, his recent personal issues and continual waffling on retirement, combined with the rivalry hatred will naturally color people's opinion of him here.

You either go another 400 mil in debt at minimum and keep NFL revenue flowing in your state, or you are still 6.2 billion in debt, you lose even more state business and tourism revenue, and you have millions of pissed off people who will want another team in 5 years that will cost the state 1 billion dollars to bring in.
