What we are doing now is causing more harm than good. As far as why is it the 'funny name' stuff, the answer is marketing. Politicians believe the general public needs to be spoon fed cute little bits like this. Truth is it's fairly accurate. Slogans, logos, and marketing. You can base an entire political campaign on it and win.
