They should have rebuilt in 2009 or post 2010. If I was Jerry Reinsdorf, I would have kicked KW upstairs at that point and given Hahn the keys. KW/Ozzie deserved to be fired post 2009. They still had some players with value, and they would have had a head start on it. Who knows, they could have had Sale /Q WITH a decent offense around them. But whatever, what has happened has happened, this decade was completely lost and they had a decent 23 year run. They got unlucky with 85-89 win teams, and they got unlucky with 90 win teams too. chisox have been in active talks with red sox and others on star 1B jose abreu. boston was 1 of 4 finalists for abreu when he signed with chicago (milwaukee & houston were the others).
