Cespedes had residency in Florida so he'll play stateside. Vera was in the DR. For tax purposes, he's signed in 2021 so there are issues with him playing stateside during signing year. He will be 21 on June 1. He’s advanced so he’ll move quickly. There’s nothing stopping him from finishing in AA or AAA in 2022 IMO and being in big leagues after.
