Can you show me a draft of a team who didn't do this?

The Sox did a masterful job of maximizing their pool space. Best player in the class, multiple swings at prep talent, college pitching and power profiles that they feel good about later. No reaches on college bats in early round etc. Your preferred strategy isn't really a thing. You need to sign all the players in the top 10 or you lose that pick and money. You have to philosophically shift the way you look at draft spending and draft classes. You either don't want to or just choose to remain ignorant because you say the same nonsense every year.

I feel like this has been explained over and over every draft. I think their ideal draft is just Shirley drafting the highest ranked available guy from mlbpipeline.
