I'd say that he's very projectable, lots of room on his frame to fill out still so he could conceivably add some velocity to his fastball in the next couple of years. I'd take a late round flyer on him and see what develops.

You got two options... you can let him naturally develop into his skill set, or you can train him to throw left handed and bat both ways ASAP!
