Yes, I want to hear exact details but this is essentially hard slotting. @bgeary8: They're asinine in my extremely humble opinion. #mlbdraft

Purpose of #mlbdraft is reducing costs, not parity. @themanofseal: Are these rules an attempt at creating parity through the draft?

Overall money to be spent in draft and int'l FA in line with 2010 figures. CBA attempts to give advantage to bad teams via larger pools.

JeffPassan Jeff Passan

Worst teams, for example, will receive ~$5M in int'l $. Best teams will get ~$1.8M. Not sure on exact figures for draft, but similar %.

JeffPassan Jeff Passan

Draft signing deadline moves from Aug. 15 to between July 12 and 18.

JeffPassan Jeff Passan

If a player signs after the 10th round for more than $100,000, the excess money will go against a team's draft pool.

JeffPassan Jeff Passan

There will be six draft picks immediately after the first round given out via lottery to teams with 10 lowest revenues, 10 smallest markets.

From an MLB/MLBPA release: "A club’s odds of winning the lottery will be based on its prior season’s winning percentage."

Drafted players may only sign minor-league deals now. #MLB, #cba

Minor league deals only? Terrible.

"Participation in the All-Star Game will be required unless the player is unable to play due to injury or excused by commissioner."

The Great Gazoo helmet worn by David Wright a couple years ago is mandatory by 2013. And, MLB points out, "significantly less bulky."

Not sure how bad small-revenue teams are supposed to compete. This is as close to hard slotting as you can get without actual hard slotting.

Ding ding ding. Good for the White Sox, bad for baseball.

Remember Theo's press conference with the Cubs? Remember about the big investment in scouting and development? Bye-bye.

That's a good point. Sucks for the Royals/Pirates/Jays who have been dumping money in the draft, but also hurts teams like the Red Sox, Rangers, and Cubs. The benefactors are largely the cheap-ass teams unwilling to spend on amateur talent.

JeffPassan Jeff Passan

The big question is if this will prevent amateur talent from coming into baseball. And the overwhelming sentiment from the industry is: Yes.

You know how the Royals have a great system? They did that through spending big money on the draft. Strategy now basically illegal.

You know how the Rangers have a remarkable wealth of high-ceiling talent due to incredible international work? Strategy now illegal.

I'm sensing that everyone else is hating this, but I love it.

They have until march 1st to decide if they'll expand the playoffs in 2012.

Uh, hey Bud, just retire. We know you want your ego-stroke before you retire, but MLB should just wait until they go to 15/15 in 2013 to expand the postseason.

As a White Sox fan, we should love it. Certainly. I'm disappointed in how it hurts certain teams though.

I feel like it reins it in on both sides of the spectrum.

That would be the White Sox front and center!

It severely cripples teams like the Royals, Pirates, Jays, and Nationals. It's going to hurt them much more than teams like the Red Sox and Rangers. But otherwise yes, the teams in the middle will benefit from this.

MLB: All international amateur players must register with the scouting bureau to be eligible to sign. Top 100 prospects subject to drug test

Wow this is shocking how drastic they made with the changes. This is great news for the White Sox, but bad for baseball. This has huge negative impact on small market teams Royals, Pirates, Tampa, Washington, Arizona, etc. The low budget teams are going to remain s***ty teams because of this.

I love how this totally f up's the Ricketts plan with the Cubs.

So all of these years of going under slot to march to Bud's "recommendations"? Jerry just got paid back for them.
