That shouldn't be 1/4 of a team's total salary, that's the key. With Pujols, he's not 1/4 of a team's total salary. King Felix at $25 million would be 1/3 of the team's payroll this year but they also have room to grow that...and perhaps more importantly, they also, like every team in MLB, will have an extra $25 million+ in revenue next year from a national TV deal.

 

If they had a competitive ballclub, starting next year, they could readily afford $125 million+.
