Spoiler There's a spot while they're waiting in line here that the power flickers, it was implied that it was because they were using all of the available power to kill everyone on level 2 far side.

I’m gonna have to rewatch 9 and 10, it seemed extremely vague (I know the prisoners were talking about it and Kino Loy got pissed, I saw that) and I just must have missed where they said exactly what happened.
