No you can do it via CD or DVD. alternatively just tell them to get an external HDD so that they can backup any important files (pictures?) then wipe.

The Heritage Foundation is a right-wing anti-government think tank that routinely publishes misleading or factually incorrect studies. They compare every private sector employee, from fry-cooks on up, the the whole public sector.
