FWIW both the House and the Senate have passed a budget this year, but Republicans have refused to go into the budget reconciliation process. They ensure that there will always be a fresh stream of inexperienced people in elected offices. And, IIRC, there's little evidence that they really do much to improve governance. It gives more power to the political machines to produce a constant stream of candidates.

She won't get back pay when the shutdown is over, and I imagine the $10/hour or whatever she makes is going to be dearly missed. She's the kind of person who's really getting screwed over by this. As terrible and dumb as this shutdown is, tomorrow is the first paycheck feral employees will be missing. I feel for them, my father is one of them, but nobody is close to losing their house because of this yet. There are plenty of crappy things happening right now and that will happen in the future without needing to exaggerate.
