Possibly. There's training costs and learning curves associated with bringing in an entirely new staff.
edit: I'm sure it would be under a new contract that may be close to what they just rejected, but that's still 18,000 people trained to do exactly what you're looking to hire people to do, who know the equipment and the processes inside and out.
