  3. At first I chalked it up to bad BABIP luck, but it seems like he's either always striking out or hitting weak choppers to the shortstop, so I don't really have an explanation for it.

Genuinely makes some sense, you don't want to have a game decided on something a review would obviously catch. Understood. I think that could be a recipe for corruption, though, given that the umpire decides whether he wants a play reviewed with full knowledge of the team asking him, the standings, the big market teams, the in-game situation, etc.
