The 2018 signing period is from 18-19. The signing period starts on July 2nd. It's not just all in one day. This is a trade of 2018 allotment as, said above, you can only trade the current year allotment.
I believe it's the Padres send the Sox money to cover that. If he was placed on waivers and claimed, Sox would just let him go. He would clear waivers and be in the exact spot he is now. My point: if a team could trade for now and also in the past couple months, why would it be more likely he would go next month? Especially if his schtick and selling point is that he can eat innings.
I can't speak for everyone, but I just don't like pitchers signing for a ton of money for 7-8 years when they are in their upper-20s. Especially if they had prior arm issues in their career.
Honestly, I could see it. I've chalked the Phillies up as a landing spot for a Machado (for either short or third) or Harper. Theoretically, they'd have a year of Garcia in the OF and if they landed Machado, that'd be a pretty good offense.
