It's a tricky one. The batter never reaches base, but it is an error. I'll say yes because it is still 27 men retired without any of them reaching base. But then again, to be perfect is to have the final line score of 0-0-0.

So if the other team commits an error it's not a perfect game for the opposing pitcher?
