Can a player be placed through waivers twice? Like can the Nats pull Dunn off waivers, and then run him through again?

Nope, once they are claimed and pulled back, that is it for the revocable status. Also once someone clears, they can be traded for the rest of the trading period.

A player can be put on waivers for the 2nd time, but if he is claimed, he can NOT be pulled back.

So then a player is just given to a team, right? Since the team who placed him on waivers has NO leverage in the deal at all, he is just given to the team then yes? Unless the team receiving him wants to throw the other team a crappy prospect just in good faith, right?

If the waivers aren't irrevocable, the player can be pulled back if if the waiving team wants to pull them back.

 

If they are irrevocable, the player can be had by whatever team has first priority.

Or they want to turn that prospect into cash.

David Kaplan tweets that the Dodgers got the waiver claim on Dunn.

There are 2 types of waivers: revocable and irrevocable. In August you normally think about revocable and these can only be used once. If pulled back then he can be placed on irrevocable waivers. So if claimed, he cannot be pulled back.
