His velocity has jumped from the 70s to the low-90s in three years and projects to the mid-90s, maybe high-90s. He signed for $125,000. … impossible. We all know the Sox don't sign in Latin America.

Well in fairness $125,000 doesn't really register much of a blip when sites like BA report the foreign signings. The Sox sign players and due to the unpredictable nature of scouting players from Latin America, you're going to find some talent for cheap. However, the Sox have been criticized for not spending. This guy doesn't do anything to change that perception.
