Rios is having a good year because he's covering both sides of the plate. btw, when you "stay on top of it," it doesn't mean to pull the ball like you're asking for.

 

For a few weeks, Rios has been flying open and unable to cover that pitch on the outer half that everyone has been throwing him. He was doing a great job of covering the outer half for most of the season, but seemingly around the Toronto series, he started to struggle a bit with staying closed.
