A lot of the "payment scandals" involve boosters/alumni, so I think those penalties need to stick in order to deter further occurrences. or you cut their ties to anything related to the university. You cannot have different tiers where schools can "repent." The NCAA is f***ing crazy and now have set a precedent where schools will keep appealing for reduced sanctions.

The only reason where I can see something one service interfering with another is LTE. LTE is a GSM and it's not uncommon for companies to share towers. My theory is just that there are way too many people on AT&T and their network doesn't handle it as well as Verizon. There are also more CDMA towers in the US than GSM. They have seperate towers but they are still cell phones sending a signal out to those towers. I'll look for where I saw that info, it has to do with the spectrum of GSM vs Verizon. They even operate on the same frequency at times.

I used verizon a while back and found their ability to get coverage in the middle of no where quite impressive. When you are around a bunch of other people especially when they have verizon the ATT service gets blocked. That's why it sucks at sporting events.
