Your team is suddenly up against the luxury tax once it has to sign Noah next year, and JR looks and sees a team that isn't good enough to get past the #4 spot in the East so why should he go into tax territory? Great example of this effect is the Pistons last year. They had money to spend so they signed 2 of the better FA's on the market to big deals. Both deals looked awful at the time and look worse now.
