Yes. The bigger teams aren't going to hold that budget space open forever. The Phillies think they can keep adding pieces they will eventually look to fill with other available pieces, as will the Yankees, Dodgers, Cubs etc who are looking at these players. That is a metric fuckton of money that needs to be kept open for someone who might not come. A team like the Dodgers could add a Pollack and Keuchel for the cost of Harper. Will they wait around and risk losing their B and C options? I don't think so. The Yankees will do similar as they could stand to add starters and relievers.

There will be no market in April. Teams will move on about the time spring training starts.

It 100% could be attempting to get the Yankees up off of a lackluster offer.

He will be a plus 2b next year. 2018 was a big learning year for him, and he emerged from the fire with a heck of a finish to the season.

I have always thought that if we add one of the superstars, then we probably dip into the Tier B and Tier C guys a bit more. I see a near zero chance that we add both superstars. In the case of Machado, I think we add another SP and maybe another OF. If it is Harper, we look for a 3B and an SP for sure.
