Often times for the most expensive procedures, there isn't actually time to "price shop" because it's an emergency situation and even if you could, there are very strong emotional incentives against choosing the cheapest option when it comes to your own life and well-being. Market forces don't work in health care for a variety of reasons.

Power-cycling is Step 1 of every troubleshooting sequence! Hitting the power button on the front still leaves power coming into the unit and most likely a lot of the board energized, including the memory. Pulling the power and letting it sit for ~30 seconds or so to dissipate any stored charge in the capacitors makes sure the memory is wiped and everything is fully reset.

It'd still ultimately be a political question that would require Congress to impeach him, which isn't something the courts could force. The other option down that hypothetical path would be a full-blown Constitutional crisis wherein the Supreme Court orders the President removed from office. Neither of those will happen, though. It's about keeping the pressure on first, and if there's even a slim chance it gets to discovery, it's worth it.

At this point I'm more inclined to believe it's just his pathetic narcissism driving it and not some grand Machiavellian strategy, but he does have Steve Bannon whispering in his ear and writing his speeches so it's definitely something to keep an eye on.
