They've actually been much better the last two years at calling those delays. You used to hear the announcers talking about how it takes the officials a second to look at the playclock expire and then back at the ball. They somehow developed a better way of watching for this, and the result has been a lot better officiating of delay penalties. For whatever reason, they just missed that one.
