Maybe if you offer up a state-sponsored program like drivers' ed that would make sense. But I think forcing people to pay/spend the time/energy to practice a constitutional right probably isn't going to fly from a legal perspective. That's restrictive and probably discriminatory (because poor people).

That plan would require the Bulls to sign veteran FA's who want to win championships. Selling them to spend a winter in Chicago, at reduced salaries, is going to be tough. If they don't do that, they have a great starting 4, and then no bench. The current Finals is proving you can't really do that.
