They don't like to settle for either half-assed plans, or smaller attacks, they want their attacks to be large and devastating.

It's really kind of a stretch to say the falling oil prices have had the effect of a major tax cut. That is based on the assumption that the sudden spike and historic high of prices in 2008 wasn't hurting people.
