If two teams had the same record, the team with the harder schedule is theoretically better because it was harder for them to win the same number of games. Fairest way I can think of to set the draft order, though it just happens to not work out well for the Bears.

I still don't get why the committee thought Iowa deserved to be ranked ahead of Ohio State. Both lost by 3 points to the same team, but OSU had more good wins and was clearly the better team. OSU-Stanford and Iowa-ND would have produced far better games than what we got.
