That makes a lot of sense to me. If he was hurt, which he was, and tried pitching through it, his stuff shouldn't be anywhere near his norms, which it wasn't in 2020. If he's working his way back from surgery, he's probably not topping out at max velo at this juncture, as he's building back up strength & what not. I think it'd be way more alarming if it said he was hitting 89 or something.

I'd guess the MLB would file that under the "You Can't Do That" department and not be very pleased with the White Sox.

No, he still falls under the INTL signing rules.

The previous signing period ended on October 15, and the new one beings on January 15. Nobody could sign between then, so everything is just waiting for the next period to open. Teams most likely had their agreements reached before the period got pushed back, so the money has (for the most part) been spoken for for months.

Badler broke it, but James did recently mention some Sox interest in Cespedes. It was either on Twitter or on the FutureSox board, don't exactly remember which one.
