At this point you'd have to prioritize Cespedes as he fits into the timeline perfectly and an 18 year old pitcher, as talented as this kid appears to be, isn't going to be contributing anytime soon at the MLB level. If cespedes immediately looks like a swing and miss corner outfielder, he'd probably be less valuable than a super talented 19 year old pitcher you could trade.

Morales, 17, would be in Mexico and begin the process of becoming a free agent in order to move to professionalism. That's fair, and if there's an area we can trust the Sox' scouting it's with the Cubans. That said, I still don't think it would be a great allocation of limited funds.

Yeah, if the stories about who the Sox are chasing from Cuba are already true, the odds are the Jan 2021 allocation is already used up. There is always a process to get eligible anyway, so IF the Sox have a chance, it would have to be in July 21 time period ( or Jan of 22 if it gets moved again). No idea if anyone else has dollars left in the upcoming period or not.
