Because he contracted minor league teams and set a limit on how many players a team can have in the organization. Most teams won't be able to sign all 20 draftd players without releasing players already in the organization so they're going to draft guys they know won't sign. Things are going to be really screwed up for the next few years until teams are able to figure things out and a lot of players are going to lose opportunities to play.

Not surprised though, pitching is really weak in A levels now, not even prospect wise. Every 6-9th inning Kannys pen gives up 5-10 runs
