Again for those who don't know at one time (1981) JR was against any type of labor impasse/work stoppage.

When things got bad and baseball was in the process of losing two months of the 1981 season he was considered one of the "moderate six" owners and was actually quoted as saying the impasse was "stupid" (direct quote) and "we should settle it." (direct quote.)

13 years later he was willing to neuter his own teams chance to get to a World Series in a quest for a salary cap.
