You have to think that both are involved, but Robin still has the final say.

 

He's made some awful bullpen decisions lately and it's costing us.

He is terrible when it comes to making decisions regarding the pitching staff and bullpen. He has no idea what to do. Stone said Tex was a better right handed hitter twice, yet Ventura lets him bat righty. Stome was even confused.
