I don't think so. I think they wanted teams to submit silent bids so they could get a gauge interest in him and get some idea of what they should ask. They also want to know which teams will actually seriously be involved with him. If they just accepted the silent bid, there'd be nothing stopping teams from colluding at that point and saying "We'll give $1 mill per year for 20 years" or whatever. In fact, I'm not sure he's even a citizen or if he has his work visa yet, either of which are required to sign him.
