So Levine was on the radio and said the Cubs would get the #28 pick, and possibly the #14 pick if the Gallardo deal falls through. How does he have the job he has and not have any idea about the rules?

Because the Cubs deserve a comp pick for losing a player they never had!

So apparently the Orioles did not sign Fowler.
