None of this makes sense. Teams rebuild because they don't have the established pipeline of talent. If the system was brimming over with future stars, they wouldn't have to trade the few remaining good players they have to actually acquire some future stars. They could just fill the holes with top prospects, and continue winning.
The director of player development doesn't conduct the draft, and international signings. If they draft and sign bad players, there's nothing to develop. You don't get to complain that Nick Madrigal was a bum who should never have been drafted because he had no talent, but Getz failed by not somehow imbuing him with talent.
