  1. From what it sounds like, they did not rip out the whole thing, they just removed the affected region.

The scary thing is I don't think Garcia is at all realistic or competent with financing and has taken the teachers union line that basically TIF reform will solve the problems of the city... on the other hand, no way in hell i could ever vote for someone whose been overseeing a police dept with blacksites.
