I hate to do the Godwin's law violation, but Hell, Germany's probably the best example in the world out there of a country with legitimate motivation for trying to decide what hate speech is and regulate it. However, even if I'll acknowledge there's some historical logic behind those laws, freedom of speech is one I think we genuinely do better than anywhere else in the world.
