Literally they should just be shopping for flip candidates and looking to fill ABs and IPs to keep from rushing important guys. That's it. I honestly don't care if they spend zero this off season, as there is nothing out there to help them in the few years anyway. Best case is to get someone in a trade from some flip candidate this year. Maybe you get a reliever, or luck out and have your scouting actually work and find a starter somehow.
