I don't know if they're still great on pricing, but Tire Rack's always good for detailed reviews and ratings on tires. Blizzaks are great, but they are expensive and they're winter-only so you've got to get a second set of summer tires.

This is a couple of years old now, but this long piece goes over how dire of a situation Puerto Rico was in even before the hurricane hit.
