Alabaster is about 20 miles south of the B'ham city limits. There's no drop off, you'd think it was all one city. Almost all of Jefferson County and most of Shelby County are city, there's not much rural area.

There's really no trick to it, the winning bidder is just the person who happens to bid and then have the clock run the full way down without someone else bidding and restarting it. It's probably pretty darn close to random. Don't you wish you'd thought of it? Sounds like the owners of these sites are raking in the cash.
