They signed Luis Robert and drafted Nick Madrigal and Andrew Vaughn who are looking to be key pieces of next year‘s or in Vaughn‘s case of 2021‘s team.

The White Sox will(or at least should) be a aggressive this offseason, which leads to a contention window starting next year or 2021 at the latest. Of course injuries, like this year has shown, are always a factor, so there is some luck involved, but a 3-4 year rebuild is not outrageous and a pretty quick turnaround.

Sign Strasburg or Cole to anchor the rotation. Wheeler would be the consolation prize. Wacha on a 1 yr deal to restore his value, have him battle it out with Lopez for the #5 spot. Cole/Stras Giolito Kopech Cease Wacha/Lopez Rodon should be back in July to help limit Kopech‘s innings.

Pretty sure Strasburg will opt out with the year he is having. Teheran and Quintana could have their options declined. Teheran is more likely with the pitching depth the Braves have. Plenty of interesting guys on the market this year.

Replacement in WAR doesn't mean average. It's meant to represent a random guy called up from AAA. I couldn't tell how their methodology works, but it appears to be sound or it would have been challenged by now. IIRC the average WAR for position players is 2.
