Hahn will learn nothing from Lopez & Lambert being better than so many of the expensive relievers Hahn has acquired over the years.

That's what makes the most sense. 

Anderson was basically what Madrigal was supposed to be this year so they'd be selling on reputation and maybe before a sharp decline. 

There's also a 1-5% chance that Giolito gets non-tendered IMO but I think his 2019-21 has earned him the opportunity to right himself over the offseason.
