Isnt it common for pitchers with Tommy John surgery to have a "jacked-up" am when they return from the surgery, only to have the velocity slowly drop to where they were before the surgery? Im not saying this is definitely what happened with Bobby, but it is a possibility considering he had screws put into his arms.
