I don't get to see a lot of games but is Rios starting to act like 2nd half Rios of last year? I know he's not being that bad but not sure otherwise.

i don't think so. he's not hitting it as consistently hard as the 1st half of this season, but I think it's because pitchers are adjusting to him. He seems real susceptible to the outside breaking pitch with 2 strikes.
