If that 20% isn't deserved, they don't get it. Yet, I almost always tip the bartender a buck to grabbing me a beer. It tends to get me prompt service the next time I need one. Have to add here though. A waiter/waitress has to pretty damn bad not get 20% from me.

    I don't mind tipping waiters and waitresses. In fact, for just average service I will tip at least 20% and round up. However, I dodn't want to tip someone handing me a paper towel to dry my hands with in the men's room like I have encountered in some places in Chicago. I'm perfectly capable of getting my own paper towels.

It's hard to read anything in that under the circumstances of time and place as anything other than "Mission accomplished".

Oswald shooting from the book depository would have had a perfect shot, at a slow moving target, with nothing in his way, and not a long range. Also with the buildings there, I could really see how people could think there were multiple shooters. Noises echo in areas like that pretty easily, and it becomes hard to tell where exactly they came from. I've been there and I agree with everything you say here.
