There is a difference between "doing the right thing" and getting a base payout, and expected (part of normal compensation) bonuses. When a bonus is a part of "normal" compensation, it's no longer a bonus.
You have to exceed performance and financial targets to recieve a bonus, IMO.
Well aren't the CEOs of the bailout firms in charge of companies that failed miserably? How could they have exceeded any performance and/or financial targets seeing that the government had to help all of them out?
