That could happen, but just looking at the injuries and the parity around the league, this season really looks like that second wild card number will be low.
If the Astros are the only terrible team in the league, that gives the Angels or A's an advantage to win the 1st wild card spot. After that, there will be 9-11 teams beating each other up. That's why the 20 interleague games are so important. If an AL team goes 7-13 in interleague, it can blow a season.
