They have been opening their wallets for tons of players seeking over-slot throughout the entire draft, despite the round. This is why they have been leading baseball in overslot bonuses these last few years. These teams have chosen to build from within, as they need to, and have spent accordingly. These teams take advantage of those that are too cheap or too stupid to invest in amateur talent that might cost a premium. The CBA effectively ends this practice by essentially allowing any team to select said talent as prices are now largely restricted with this over cap tax. I can't fathom that people think this is good for said teams. The overwhelming consensus is that this is terrible for them. This isn't just some random whim here.
