100% understand why it wouldn't start this year as that is something that should be known going into a new off-season. But it should be effective as early as 2020 IMO.
Still some other guys they can add like Keuchel, Kimbrel and Moose too. This seems crazy to say on February 8th, but the off-season is still far from over.

I liked it for fantasy reasons. Guys were likely to go on the 10-day DL quicker than the 15. Theres time where teams keep a guy out of the lineup as DTD for a solid week to ten days hoping they will be better only to place him on the DL anyway (retroactive).
