Approval ratings, like polling, did not matter in this election. The people who came out in waves to support Trump did not respond to approval ratings polls nor any polling. They did not exist.
Until yesterday when they did by the millions. 1.1 million more people voted in Wisconsin alone in 2016 than in 2012.
Where are you getting that number? Turnout was significantly down this year across the country and the vote totals between Obama and Romney were higher than Clinton and Trump is Wisconsin.
