I don't think it's that. I think he knows the team is terrible and he's saving as much service time as possible trying to turn the turds into silver. That's been the plan since he took over.

I've said it's a bad plan but likely his only option without spending money and few minor leaguers showing they're ready.

I think he's too active too early in the off season. If you're going after bums might as well wait til teams DFA some  younger guys or those with options and a glimmer of promise.
